
The U.S. Department of Commerce’s International Trade Administration (ITA) is currently inviting public feedback on a proposal to extend the Steel Import Monitoring and Analysis (SIMA) system until March 21, 2017. This initiative aims to maintain real-time tracking of steel imports into the United States, ensuring transparency and providing valuable market insights.
Under the SIMA system, the U.S. Customs and Border Protection (CBP) requires certain steel products to be licensed through an online platform before they can be imported. Once licenses are automatically issued, the data is compiled weekly and made available on the publicly accessible "Steel Import Monitoring System." This allows stakeholders, including industry players and analysts, to monitor trade flows and market trends more effectively. The extension will ensure that this data remains available for an additional seven weeks before the official release of full trade statistics by the U.S. Census Bureau.
The ITA has stated that the continuation of the SIMA program will not significantly affect most businesses. Many companies are already familiar with the system, and in many cases, freight forwarders or brokers handle license applications on behalf of importers. Additionally, there are no costs associated with creating an account or applying for a paper-based license. Each application typically takes less than 10 minutes to complete and includes all necessary details required by CBP for customs clearance.
Analyzing recent SIMA data shows that steel imports from mainland China have not seen any unusual spikes in recent months. However, the trend of steel imports from China to the U.S. has been somewhat volatile. For instance, compared to July 2011, imports in July 2012 dropped by 23.5%. In August 2012, however, imports rose by 36.4% compared to the same month in 2011. September 2012 saw a 5.9% decline from the previous year, while October 2012 showed a 13.9% increase over October 2011. These fluctuations highlight the dynamic nature of the U.S. steel import market and underscore the importance of continuous monitoring.
