
The U.S. Department of Commerce's International Trade Administration (ITA) has recently opened a public comment period for the proposed extension of the Steel Import Monitoring and Analysis (SIMA) system, which is set to expire on March 21, 2017. This initiative aims to continue tracking the flow of specific steel imports into the United States through an online licensing platform managed by the U.S. Customs and Border Protection (CBP).
Under the SIMA framework, importers of certain steel products are required to apply for licenses via an electronic system. These licenses are then compiled into weekly reports and made publicly available through the "Steel Import Monitoring System." This database provides stakeholders with timely insights into U.S. steel trade trends before the official release of comprehensive trade data by the U.S. Bureau of Statistics.
The ITA has stated that extending the SIMA program will not impose significant economic burdens on most businesses. It noted that many companies are already familiar with the process, and in most cases, customs brokers handle license applications on behalf of importers. Additionally, there are no costs associated with creating an account or applying for paper-based licenses. Each application typically takes less than 10 minutes to complete and includes all necessary information required by CBP.
A review of recent SIMA data shows that steel imports from mainland China have not seen any unusual spikes in volume over the past few months. However, the trade dynamics between the U.S. and China remain complex. For instance, compared to July 2011, steel imports from China dropped by 23.5% in July 2012. In August 2012, there was a 36.4% increase compared to the same month in 2011, followed by a 5.9% decline in September 2012 versus September 2011. October 2012 saw a 13.9% rise in imports compared to October 2011.
This ongoing monitoring helps ensure transparency and supports informed decision-making within the U.S. steel industry. The continuation of the SIMA system reflects the government’s commitment to maintaining a clear and efficient import tracking mechanism.
