Steel Industry Implements State Council Policy

The steel industry is taking significant steps to implement the State Council's Guiding Opinions on addressing the issue of severe overcapacity. Recently, the China Iron and Steel Association organized a meeting in Beijing, under the supervision of the National Development and Reform Commission and the Ministry of Industry and Information Technology. The event aimed to discuss strategies for resolving the overcapacity problem and aligning with national policy directives. At the conference, Li Zhongjuan from the National Development and Reform Commission and Miao Zhimin from the Ministry of Industry and Information Technology provided detailed insights into the "Guiding Opinions." They emphasized the need for coordinated efforts among government departments, local authorities, and industry players to address the challenges posed by overcapacity. Li highlighted that overcapacity has led to inefficient resource allocation and hindered industrial upgrading. To tackle this, the commission will focus on curbing new capacity investments, enforcing existing regulations, and promoting structural adjustments. Miao Zhimin outlined several key actions the Ministry of Industry and Information Technology will take, including controlling unregulated production expansion, enhancing industry standards, promoting high-strength steel development, and encouraging mergers and reorganizations. He also stressed the importance of collaboration across all sectors to ensure effective implementation. Zhu Jimin, an executive vice president of the Iron and Steel Association, shared the association’s plans to support the implementation of the guidance. These include developing early warning systems, improving industry standards, and supporting overseas expansion for steel enterprises. The association also aims to enhance green production practices and drive innovation within the sector. Other participants, such as Wang Tao from the Ministry of Environmental Protection and Wei Jianqiang from Shandong Province, discussed the environmental impact of steel production and the progress of structural reforms in their regions. In the afternoon session, over 300 delegates engaged in discussions, sharing concerns and ideas on how to move forward effectively. This initiative marks a critical step toward a more sustainable and efficient steel industry, reflecting a collective effort to balance growth with responsibility.
