In a recent meeting held in Beijing, the China Iron and Steel Association, under the guidance of the National Development and Reform Commission and the Ministry of Industry and Information Technology, discussed the implementation of the State Council’s Guiding Opinion on addressing the issue of serious overcapacity in the steel industry. The event brought together officials, industry leaders, and representatives from various regions to share insights and strategies for resolving this long-standing challenge.
Li Zhongjuan, Deputy Inspector from the National Development and Reform Commission, emphasized that overcapacity has become a major problem across multiple sectors, leading to inefficient resource allocation and hindering industrial development. He outlined several key measures, including curbing new capacity investments, enforcing existing regulations, and promoting a more efficient layout of the steel industry. He also highlighted the importance of market-driven solutions, such as implementing differentiated electricity and water pricing to push outdated facilities out of the market. Additionally, he called for improved policy support and stronger collaboration among all stakeholders to ensure the successful implementation of the "Guidance."
Miao Zhimin from the Ministry of Industry and Information Technology added that the next steps involve strict control over unregulated expansion, improving industry standards, and promoting the adoption of high-performance steel products. He also stressed the need for mergers and reorganizations, as well as the rational relocation of production facilities. Encouraging overseas expansion and enhancing environmental protection were also key points in his speech.
Zhu Jimin, Executive Vice President of the China Iron and Steel Association, detailed the association's role in supporting government efforts, including establishing early warning systems, revising industry standards, and promoting green production. He also mentioned the importance of research into fiscal policies and innovation-driven development to strengthen the competitiveness of domestic steel companies.
The meeting also featured discussions on the impact of air pollution control policies on the steel sector, as well as updates on structural adjustments in Shandong Province. Delegates from across the country engaged in lively exchanges, sharing their experiences and concerns regarding the challenges and opportunities in the steel industry.
