From the first half of this year, chemical oxygen demand and sulfur dioxide emissions continued to decline, but ammonia nitrogen emissions only fell by 0.73%, and nitrogen oxide emissions increased by 6.17%, with annual planned emission reduction targets and the “Twelfth Five-Year Plan”. First, strengthen the target responsibility and increase accountability. The third is to sum up experience and continue to promote structural emission reduction, engineering emission reduction and management emission reduction. The environmental protection departments at all levels fully cooperated with relevant departments, used the mechanism of reducing emissions, urged all localities to complete the task of eliminating backward production capacity issued by the state on schedule, and strengthened the verification of emission reductions for eliminating backward production capacity. For enterprises that have not been eliminated according to the prescribed time limit, the pollution discharge permit shall be revoked; the key cases shall be listed and supervised, and the responsibility for false elimination shall be investigated according to law. Environmental protection departments at all levels must strengthen environmental supervision of project construction to ensure that key projects are implemented one by one. For regional or group companies that cannot complete the construction of key projects on time and ensure normal operation, the regional and industrial EIA documents will be strictly approved, and construction projects other than people's livelihood projects, energy conservation and emission reduction, ecological environmental protection and infrastructure construction will be suspended. . Promote the standardization of environmental supervision capabilities, and focus on improving pollution source monitoring, motor vehicle pollution monitoring, agricultural source pollution detection and emission reduction management capabilities. Implement the national fourth-stage motor vehicle emission standards, gradually implement the national fifth-stage emission standards in some key cities, comprehensively improve the fuel quality of vehicles, and strengthen the supervision of environmental indicators for vehicle fuels. Strengthen the environmental monitoring of key polluting enterprises and issue a list of state-controlled enterprises with major pollutants exceeding the standard. Before the end of 2012, key enterprises in the thermal power, steel, paper, printing and dyeing industries, as well as urban sewage treatment plants, must complete the construction of operational monitoring platforms and automatic monitoring systems, and seriously investigate and punish the production operations records, online monitoring, and emission reduction accounts. behavior.


The fourth is strict environmental impact assessment and effective control of new emissions. The fifth is to improve incentive policies and improve long-term mechanisms. Make full use of environmental economic policies and market means to promote pollution reduction. We will deepen the reform of environmental protection fees and appropriately raise the charging standards for sewage charges. Strictly implement the desulfurization price and promote the introduction of the flue gas denitration price policy for coal-fired power plants as soon as possible. Establish and improve the paid acquisition and use of emissions rights. Establish incentives for financial subsidies for corporate and regional emission reductions. At the same time, actively explore innovative policy measures that are conducive to enterprises and the public to participate in emission reduction.
