As the province with the largest graphite reserves in China and the world, Heilongjiang is actively implementing the overall strategic deployment of the country's graphite industry development, giving full play to resource advantages, seizing market opportunities, and coordinating scientific planning. Heilongjiang has compiled the “Special Plan for the Development of Graphite Industry Science and Technology (2012-2020)” and the “Implementation Plan for the Development of Graphite Industry Technology”. With the breakthrough of key core technologies as the support, with the focus on lengthening the intensive processing industry chain, we will strive to create a “two bases and a center” strategy, namely, to create “Hegang and Jixi two large graphite production and processing bases” and establish “Harbin Graphite R&D”. And high-end product manufacturing center." It is planned to strive to achieve an annual output value of 20 billion yuan in the province's graphite industry by 2020.
