The Ministry of Education recently issued a notice requiring the strengthening of the safety management of dangerous chemicals in universities. For toxic chemicals in hazardous chemicals, it is necessary to implement a double management system.

The notice requires that for toxic chemicals in hazardous chemicals, reference must be made to the management requirements for highly toxic chemicals, and the implementation of the "five pairs" or "double custody, double collection, double use, double lock, double book" management system.

The Ministry of Education said that the recent incidents of poisoning on campus of Fudan University and the explosions in the laboratory of Nanjing University of Science and Technology once again sounded the alarm. It is understood that this is the first time that the Ministry of Education has stated its position on the Fudan University poisoning incident.

The notice requires all localities, departments, and schools to conduct focused investigations on key and weak links involving the management of hazardous chemicals in laboratories, and to establish targeted emergency response plans in a targeted manner. We will improve the management system for hazardous chemicals in the laboratory, and formulate and improve rules and regulations for the storage, use, and disposal of hazardous chemicals in the laboratory.

The Ministry of Education also requires the establishment of purchase management practices to keep all types of hazardous chemicals in a controlled state throughout the life cycle and establish a record and control system for the entire process from requisition, acquisition, use, recycling, and destruction.
