Since the beginning of the new century, the Inner Mongolia Autonomous Region has firmly grasped the historical opportunities of developing the western region and rejuvenating the old industrial bases in the northeast, giving full play to its advantages in resources and location, and the coal industry has made considerable progress. Especially in recent years, the Inner Mongolia Autonomous Region has carried out a series of explorations and practices in accelerating the optimization and upgrading of the coal industry structure and transforming the development mode of the coal industry.

In the coming period, the Inner Mongolia Autonomous Region coal industry will closely follow the requirements of the “12th Five-Year Plan” of the National Coal Industry, aim at the advanced level of the development of the world's coal industry, and promote the coal industry of the Inner Mongolia Autonomous Region to embark on a healthy and sustainable development path.

Constantly promote the construction of large groups. Since the “Eleventh Five-Year Plan” period, the Inner Mongolia Autonomous Region has consistently adhered to the main line of structural adjustment in accordance with the requirements of the relevant ministries and commissions of the country, and has made every effort to advance the merger and reorganization of coal companies. At present, the new round of merger and reorganization of coal enterprises is in progress. By the end of 2013, the number of local coal production enterprises in the Inner Mongolia Autonomous Region will be transferred from 353 to 80 to 100. Among the local enterprises, coal production enterprises with 1 to 2 households of 100 million tons, 5 to 6 households of 50 million tons, and 15 to 16 enterprises of 10 million tons are formed.

Continue to promote the construction of large bases. According to the general requirements of “a mining area is developed by a single entity”, the Inner Mongolia Autonomous Region will adhere to the requirements of “moderately developing the western region and key construction projects in the east” to develop protectively anthracite and coking coal in the Alashan, Wuhai, and Ordos Qipanjing areas, focusing on development. Lignite resources in Xilinguole and Hulunbeier.

Through hard work, we will build 4 million tons of coal production bases and 6 50 million coal production bases.

Continuously promote the integrated construction of coal and electricity. Speeding up the integration of coal and electricity is the focus of the development of the coal industry in the Inner Mongolia Autonomous Region for a period of time. The Inner Mongolia Autonomous Region will give full play to its comparative advantages and vigorously develop coal-electricity-metallurgy, coal-power-polysilicon-photovoltaic manufacturing, coal-power-rare earth new materials, coal-electricity-coal chemical, coal-electricity-chlorine alkali chemicals and fluorine chemicals, Coal—electricity—integrated industrial chains such as building ceramics, coal—electricity—cloud computing and other coal-fired power generation, improve energy in-situ processing, accelerate energy-intensive development, and promote the optimization and upgrading of industrial structures.
