The Ministry of Natural Resources carries out the recommendation of the 2019 Land and Resources Science and Technology Award

Provinces, autonomous regions and municipalities directly under the Central Government, the Natural Resources Department of the Xinjiang Production and Construction Corps, the China Geological Survey and other directly affiliated units, various agencies, ministries and agencies, the China Land Society, China Geology Society, China Geology and Mineral Resources Economic Society:

According to the "Lands and Resources Science and Technology Awards Measures" (Guo Tu Zi Zi [2018] No. 2) (hereinafter referred to as the "Measures"), the recommended work items for the 2019 Land and Resources Science and Technology Awards are as follows:

1. Recommended conditions

Recommend that the results of the Land and Resources Science and Technology Award should be in accordance with the scope of the award stipulated in the "Measures". It has made major theoretical, technological and methodological innovations in natural resource planning, investigation, evaluation, rational use and ecological protection and restoration. The results of economic and social benefits.

(1) The recommended achievements shall complete the comprehensive technical evaluation (referring to identification, review or acceptance) before January 1, 2017.

(2) Only one achievement can be recommended for this year.

(3) The results of the 2018 Land and Resources Science and Technology Awards that have not been awarded, or withdrew from the 2018 annual review with approval, and those that have won the national or provincial science and technology awards will not be accepted.

(4) The recommended achievements shall have completed the registration of scientific and technological achievements before January 1, 2019.

(5) Recommend the achievements. In addition to the scientific research institutes, the personnel in other units that do make innovative contributions to the achievements, but are in leadership positions at the department or bureau level, are not ranked in the top 3.

Second, the recommended way

(1) Unit recommendation

The China Land Society, China Geological Society, and China Geological and Mineral Economics Society are not limited to the recommended quota. The provinces (autonomous regions and municipalities) competent natural resources departments, the Xinjiang Production and Construction Corps natural resources competent authority shall recommend only 9, the China Geological Survey Bureau shall recommend 80, and the Ministry ’s other direct units shall recommend three. Each unit has an additional recommendation name, and can recommend another set of popular science works and an achievement by the young scientific and technical personnel (born after September 30, 1979) as the first complete person.

Recommend the unit to strictly review the recommended materials, and publish at least 5 working days in the recommended unit and the completed unit. The content of the public announcement includes: the basic situation of the achievements, recommendations, brief introduction of achievements, objective evaluation and main intellectual property rights catalogue. It can be recommended only after publicizing the results without objection.

Please recommend the unit to submit the recommendation results in a formal letter. The recommendation letter should include the organization's recommendation process, the number of recommended results, publicity and results, and a summary table of recommended results (Annex 1).

(2) Expert recommendation

According to the requirements of the "Measures", three qualified experts may jointly recommend one achievement. Prior to the recommendation of the experts, the responsible recommendation experts shall submit an application (Annex 2) to the Land and Resources Science and Technology Award Office (hereinafter referred to as the “office”) by email, and also copy other recommended experts and achievement contacts. After receiving the application, the office will review it and if it meets the requirements of the Measures, the recommended user name and password will be sent to the responsible expert's email address within 3 working days.

3. Recommended materials

The recommended materials are the basic basis for the evaluation of the Land and Resources Science and Technology Awards, which must be filled out in strict accordance with the requirements.

(1) Network recommended materials

The recommendation and attachment materials of the Land and Resources Science and Technology Award, through the “Services” (website: http: //) portal of the Ministry of Natural Resources, log in to the “Land and Resources Science and Technology Award Application System”, in accordance with the “Land and Resources Science and Technology Award Recommendations and Fill in the instructions "(Annex 3) fill in the online report. The recommendation-related units shall contact and declare the confidential projects.

(2) Paper recommended materials

After the online recommendation is completed, the recommendation book is exported and printed from the application system with the official seal, in duplicate, one of which should indicate the original file (the signature and seal page of the main recommendation book should be submitted with the original, and the attachment can be submitted with a copy) . The recommended materials include one recommendation letter and a summary table of recommended results; two sets of paper recommendation books (including one original), of which the main recommendation book and accessories are bound together into a volume. Recommendations are not returned.

Fourth, the recommended time

The opening time of the land and resources science and technology award declaration system network: October 15, 2019, the deadline for filling in the report: November 15, 2019;

Deadline for the submission of paper materials: November 20, 2019 (subject to the date of the postmark), overdue will not be accepted.
