Development and Reform Commission's new standard low-carbon paint bears the brunt

With the "Twelfth Five-Year Plan" period, the country sets the index of resource output rate. It is not difficult to see that with the continuous deepening of the low-carbon and environmentally friendly national action, the country also attaches great importance to whether domestic production companies contribute to low-carbon environmental protection. As an important link in the entire industry chain, the fine chemicals industry is expected to be the target of this key specification. The paint industry that we know well is not spared.

First, the paint industry bears the brunt of the resource output indicators mainly refers to the domestic production of primary resources (including coal, petroleum, iron ore, 10 kinds of non-ferrous metal rare earth ore, phosphate rock, limestone, sand, etc.) Value (calculated at constant price). The higher the indicator, the better the use of natural resources. The raw materials for the paint industry are mainly petrochemical products, by-products of coal processing, or plant extraction and synthetic products. There are many side reactions in the production process and waste components are complicated. The production process uses a large number of toxic and hazardous chemical raw materials, such as benzene, phenol and derivatives, with a strong pungent odor. Wastewater contains a large amount of organic matter (CODCr often tens of thousands of mg/L), high chroma, high salt content, extreme pH, difficult biodegradation and other characteristics. Once the country formulates the index of resource output, the paint industry will suffer the most damage. Therefore, in order to stabilize the pace of development of the paint industry, paint companies must also make preparations for energy-saving emission reduction and technological upgrading.

Second: Production Technology and Process to Achieve Green Production China has gradually promoted the road to emission reduction by paint companies. As early as in 2009, Beijing gradually eliminated the production of thinner, paint, ink, adhesives, and other small chemical companies with serious pollution in the city. And casting cupola, single-stage gas furnace and other production processes and equipment. It is reported that as a sub-industry in the petrochemical industry, coatings have always emphasized how to reduce energy consumption and improve the industrial economy. How to increase the resource output rate will become a key measure for the healthy development of the paint industry in 2011 and even the 12th Five-Year Plan.

Raising the rate of resource production and formulating low-carbon standards can, to a certain extent, limit the development of oil-based paint solvents and promote the mainstream of water-based coatings. Faced with the “low-carbon” standard that the NDRC intends to introduce, the paint industry has also prepared. In recent years, the coatings industry has been working on the development of low-pollution, high-solids or solvent-free (including powder, light-cured) coatings, water-based coatings (high-temperature thermal insulation coatings and 1700°C high temperature anti-corrosion coatings); development of low environmental risks Anti-fouling technology and anti-fouling paints; Development of non-lead and chromium anti-rust pigments and substitutes; Development of cleaner production processes for titanium dioxide and iron oxide pigments; Active formulation of evaluation criteria for cleaner production processes in the paint industry, etc. to promote new processes in the coatings industry Development of new materials and new technologies.

In recent years, we often see new environmental protection technologies and special function coating technologies, as well as waterborne technologies, high solid content coatings, and UV/EB coatings, but little attention has been paid to their production processes. The standardization of chemical companies is mainly monitored from several aspects such as the use of energy-saving and environmental protection equipment, the use of renewable chemical resources, and the use of renewable degradation technologies to reduce emissions, so that the paint production process ultimately meets the low-carbon standards.

In addition, it is also possible to control the use of resources from other sources and increase the rate of resource production. A few days ago, the fourth annual “Green Business with You” business management optimization plan design contest was held in the final of the South China Sea. In this event, Lao Huiji and three other college students from the Jilin University’s Zhuhai College’s business administration major were included. The current situation of the grass boat team's return rate to paint buckets in the paint and rubber factories of the Shilihe Group was relatively low. Four university students proposed to implement pipeline cleaning programs, which resulted in the company's empty bucket return rate rising to 95%. From this we can see that we can effectively use resources in many ways and ultimately achieve energy savings and low carbon.

At present, the National Development and Reform Commission is studying the formulation of low-carbon standards and strives to introduce them as soon as possible.
